I had problems with the Eve CD too. I discovered the problem was caused by my virus scanner attempting to scan the large Eve .exe file in the root directory of the CD. Temporarily disabling the virus scanner for the install worked for me.

Yes, the encryption is required to prevent an altered client unfairly making early use of the B scene data. This kind of alteration to a client is known as a 'radar' hack.
